  • Abstract:

    Shaped by the type of hazards and degree of exposure, climate change is considered to be a factor in triggering conflict, causing the transformation in rural-urban migration patterns, emerging changes of social structures and increasing vulnerability of livelihoods in human and natural habitat ecological systems. The outbreak of the Syrian civil war in 2011 and the influx of refugees into Europe and Arab neighbouring countries, have sought the international community’s attention into climate change induced migration as a humanitarian crisis, that requires commitment into delivering effective, innovative, and principled organizational learning for humanitarian action. Evidence from previous literature indicates that “a sizable gap between investments in disaster resilience and conventional crisis response spending. According to some estimates, for every $100 spent in development aid, just 40 percent has been invested in reducing the impact of disasters. At the same time, disaster losses in developing nations amount to circa $862 billion, equivalent in value to one-third of all international development aid. This indicates the necessity to investigate the gaps in organizational learning structure of humanitarian aid agencies. An integrated approach to shift organizational information management from advocacy into action will be explored to translate the data generated from climate change and risk assessment models into interactive guidelines and implementation tools. The utilisation of Geospatial Information Technology will be applied to better understand the complexities of disaster risk management by the decision makers in humanitarian agencies, and communicate the social and physical exposure knowledge to the refugee vulnerable groups. This will result in developing an organizational culture of risk-resilience, where humanitarian action learning and accountability can be integrated for developing a model for sustainable built environment, and mobilise the existing organizational knowledge, to add a new dimension in the contexts of socio-ecological reconstruction and civil society cultural vitality.
