  • Abstract:
    In the interest of increasing efficiency in Local Government, the Victorian State Government has imposed significant changes on the sector, including forced amalgamations and Compulsory Competitive Tendering (CCT). These changes have significant implications for delivery of services, asset management and their interaction. This paper examines the decision making process within an organization split into client and provider sectors. A case study approach is employed to illustrate the relationship between centralization and decentralization of asset management with service delivery, and in particular the client/pull/demand versus provider/push/supply models of specification. A methodology for further research into these areas is proposed, enabling a continuation of the research into asset management under conditions of tendered service delivery.
